ANP to support ‘Seraiki province’, says Khattak

LAHORE: The Awami National Party (ANP) will support the creation of a Seraiki province
in Southern Punjab, ANP NWFP President Afrasiyab Khattak said on Sunday. According to
a private TV channel, Khattak said the demand for a Seraiki province was justified as it
was in line with the aspirations of the majority of people of Seraiki origin.
He said 90 percent of Swat had been cleared of the Taliban. But the Pakistan Army was
still facing some resistance in the village of Shamozai, which would also be cleared soon,
he added. Khattak said the government was evolving a comprehensive strategy for the
repatriation of the internally displaced persons and the displaced families would be able
to return home once the civil administration resumes functioning in the cleared areas.

Govt mulls Punjab bifurcation

ISLAMABAD: Minister for Parliamentary Affairs Dr Sher Afgan Niazi said on Tuesday proposals to bifurcate the Punjab,
upgrade divisions into provinces and appointment of governor-general were under active consideration of the
government in order to ensure autonomy for the provinces.

Talking to journalists at the Parliament House, Afgan said the government was considering several options with
reference to provincial autonomy. “The Concurrent List was to be abolished after 10 years of implementation of the
1973 Constitution, but it is yet to be done away with. Now, it should be abolished so that (the issue of provincial
autonomy) could be resolved,” Afgan said.

“It is a matter of regret that the provinces have started giving statements against each other. This is a dangerous
tendency,” he cautioned. The government, he said, is reviewing all the bills, including the one presented by Abdul Mujib
Peerzada of PPPP.

Replying to a question about the possible division of Punjab, he said the proposals to divide the country’s most
populous province into two parts, besides upgradation of every division to the status of province and the appointment
of governor general were all being considered.

He said that the government wanted maximum autonomy to the provinces. “If need be, the government will bring
amendments to the Constitution in this respect. All the political parties will be taken into confidence on this matter,”
 he concluded.

The proposed plan * Two-part division of the province * Upgradation of divisions into provinces * Appointment of
 governor-general.

ANP the Punjab hater speaks:
ANP backs Seraiki province

Awami National Party chief Asfandyar Wali Khan described provincial autonomy as a sine qua
non for the stability of the country. — AP/File Photo
PESHAWAR: Awami National Party chief Asfandyar Wali Khan alluded to his party’s  support for a Seraiki province by declaring that the ANP organization in the Seraiki  belt was a separate unit ‘whether people like it or not’.
He described provincial autonomy as a sine qua non for the stability of the country. ‘Pakistan can  never progress till the provinces are given complete financial autonomy,’ he added.
Speaking at a function held here on Wednesday to welcome Sajid Khan Rajar, district nazim of Charsadda, in the folds of ANP, Asfandyar said despite all kinds of odds his party would not yield to the terrorist forces,
fighting against state and killing Pakhtuns to advance their own agenda.
Mr Rajar was an old member of ANP and severed his ties with the party sometimes ago and joined Pakistan  People’s Party-Sherpao.
‘The Nizam-i-Adl Regulations will be promulgated in letter and spirit in Malakand division. Apparently, militants  have taken up arms to fight for the Islam, it proved wrong, because they had refused to lay down arms,’
Asfandyar said.He said that militants were not interested in Nizam-i-Adl, instead they had a different agenda, which they proved by marching towards Buner soon after the implementation of NAR in Malakand division.
He said that the ANP-led coalition government did not enforce Nizam-i-Adl in Swat on the pressure of Sufi  Mohammad, Fazlullah or Muslim Khan rather it was the demand of Malakand people.
He said that the battle in Pakhtun area was being fought for the survival of the entire country. He appealed to people of other provinces as well as politicians of Pakistan to support them in their fight against terrorists,
saying that those who thought that the menace could be stopped at river Indus were seriously mistaken.Talking about the division of Punjab into two provinces, Asfandyar said that ANP had separate party organization
in the Seraiki belt and they considered it a separate unit whether people agreed to it or not.In response to the demands put up by Charsadda nazim, Asfandyar announced 20 electricity transformers  for the district.
Provincial president of the party Senator Afrasiab Khattak on the occasion said that ANP was the only political force that had a clear-cut stance on the ongoing violence and terrorism across the country.
He said that some of the political parties were opposing the government for launching military operation, but they had never criticised those elements responsible for suicide attacks, destruction of schools and
attacks on mosques and funeral prayers. He asked other political parties to explain their stance on militancy.Lauding the generosity and openheartedness of the people of Swabi, Mardan Charsadda and Peshawar, Afrasiab said that Pakhtuns had proved that they were united and they would stay united against all odds.
Earlier, Sajid Khan along with hundreds of his comrades announced rejoining ANP. He assured the party leadership that he would work hard for the betterment of the party and people of the district.

Durrani vows to restore provincial status to Bahawalpur

RAHIMYAR KHAN: Former minister for information and broadcasting Senator Muhammad Ali Durrani on Monday said that threats were being hurled at him to desist from the movement he had launched to restore the provincial status of Bahawalpur.

“Let me make it clear on record that no conspiracy, hostility or threat could block my way as I am working for the restoration of Bahawalpur province. The movement has been launched and now the people would not rest until the provincial status to Bahawalpur is restored,” said Senator Durrani while addressing a reception hosted in his honour here at the local press club by the journalist fraternity, says a press release.

Durrani warned the government that if it did not respect the aspirations of the people of the southern Punjab for formation of more provincial units, the people themselves would take the matter into their own hands.

He said with the revival of provincial status to Bahawalpur, Multan would also be made a province, which would be followed by other smaller provinces and this was a writing on the wall for those who were resisting this demand of the people.

“This is a public demand and those politicians who are resisting this move would not be able to even enter their constituencies if they kept on opposing this demand. Prime Minister Gilani should also understand that the formation of smaller provinces would be materialised at all costs as it is a public demand,” he said.

He also rejected the notion that Madaris in Bahawalpur were producing terrorists. Durrani said Madaris in Bahawalpur division were only nurturing the poor who had no place to live in.He also urged PML-N chief Mian Nawaz Sharif to follow the public aspirations vis-a-vis the demand of provincial status for Bahawalpur and Multan, saying that he should rise like a true representative of the masses.

“Mian Nawaz Sharif, like a statesman, should raise the voice for the people of southern Punjab as he had launched a movement for the restoration of the deposed judges. This would make him (Nawaz) a true national leader while some conservative politicians want to make him a regional leader,” he added.

Durrani said he had launched the movement for revival of provincial status for Bahawalpur through the media. All the press clubs of Bahawalpur division are the base-camps for the restoration of Bahawalpur province,” he added. Durrani said the Bahawalpur Division was the main contributor in respect of resource generation for the country while it was getting poverty, illiteracy, unemployment and lack of health facilities in return to its contributions to the national exchequer.
